International Regulations

The products from Merck have to meet national and international laws for the respective intended purpose – worldwide. Due to our international organizational structure, we are in a position to integrate and implement changes at an early stage in the legislative project.

This is ensured thanks to the close cooperation of our employees with national and international authorities, chemical associations (VCI, CEFIC) and cooperation in scientific working groups.

International Regulations

Alongside the European Cosmetics Directive, there are further legal requirements in the cosmetics industry, e.g. in the US and Japan. Many countries orient their activities to these markets. Furthermore, there are countries that have enacted their own laws such as Australia, Canada, Korea – to name just a few. Some of the raw materials are very similarly regulated in these laws, whereas other completely different requirements have to be fulfilled, such as in the UV filter area.


Being aware of and observing international regulations is one of Merck’s strongest qualities.
To maintain an overview of the constant changes and adjustments in legal regulations, the employees of Merck are represented in numerous national and international associations and working groups.
To support our customers, it is our standard policy to give an overview of the registration status of our raw materials in Europe, the US and Japan.
If it is available, information on the legal status of our products will be provided if desired.

Standards being increasingly harmonized

In the pharmaceutical and food areas, different national standards are being replaced more and more by international, harmonized laws and regulations that play a role in the increasing globalization of the markets.
It is a complex task to keep an overview of the constant changes and adjustments in standards - and this on an international basis.
The employees of Merck are represented in numerous national and international associations and working groups, in order to ensure observance and implementation of current legislation. This allows us to ensure that our raw materials and products meet ever-changing requirements.
To support our customers, our standard policy is to give an overview of the registration status of our raw materials.

Law conformity of pigments

Merck accompanies a pigment from its development through to its arrival with the customer.
We ensure that we comply with all the legal regulations for the registration and release of substances, taking the new chemical directive REACH as the basis, and assure legal compliance of our in new areas of application.
Other tasks areas include a safety analysis of raw materials based on toxological/ecological data and the environmental relevance of our pigments.

We are always pleased to offer you advice on releases and safety-related queries and we offer lists of pigment components in international chemical inventories.

Merck employees work closely with national and international authorities, chemical associations (VCI, CEFIC) and scientific working groups. Merck is represented in the association of pigment manufacturers, mineral color association and in working groups of national pigment associations.
